Meaningful use refers to using an electronic health record (EHR) system to demonstrate, in a meaningful way, improved quality and safety of healthcare delivery for patients in a medical practice. The American Recovery and Reinvestment Act of 2009 included the HITECH Act, which outlines the criteria for achieving meaningful use. The government set timelines and completion dates that medical practices must meet to receive financial incentives (see below) for adopting EHRs. They must not only integrate the technology into their workflow, but also demonstrate its meaningful use and subsequent quality improvements.

Meaningful-Use Financial Incentive
For Medicaid:
- Potentially as high as $63,750 per eligible provider over six years
- Year 1 can start as early as 2011 or as late as 2016
For Medicare:
- Potentially as high as $48,000 per eligible provider
- $44,000 if not located in a health-professional shortage area
- Can start as early as 2011 or as late as 2014
- Last payment year is 2016
